Building Outside City Limits

Applicants requesting permits to build outside city limits, must complete the following steps:

1. Obtain Zoning Clearance from Emery County.  Click to download form.

2. Complete Emery County Building Permit Point System Qualifications Form

3. Obtain Plat showing ownership, road access, and tax ID number.

4. Create Plot Plan: A basic drawing of your property showing setbacks from property lines and location of existing and/or proposed building(s).

5. Complete Road Encroachment Permit if new access is required.  Contact Utah Department of Transportation for a state roach encroachment permit.  Contact Emery County Road Department for a county road encroachment permit.

6. Compose a Letter of Intent for culinary and/or sewer hookups.  (This step can be omitted if Step 7 is completed.)

7. Complete a Soil Percolation Test.  Click for details and forms.

8. Obtain a complete set of plans and building specifications (for stick built homes) or Floor Plan and Footing and Foundation Plan (for manufactured homes)

9. Complete the Application Form.

10. Submit all materials to Building & Zoning Office accompanied by fee.
